Meanwhile, the legislators from West Kameng district have strongly condemned the incident of attacking the MLAs from Tawang by few anti-social elements during the last rites of TG Rinpoche at Bomdila yesterday.

The act of stone pelting and damaging the vehicles of the MLAs by the miscreants under the cover of mob is a cowardly act, they said.

The legislators appealed to the Chief Minister to constitute a committee headed by a Secretary level officer to conduct a detailed inquiry into the unfortunate incident and un-earth the hidden forces behind the incident. Each and every culprit should be identified, arrested and awarded exemplary punishment, they demanded.

They further appealed to the Chief Minister to bring out the inquiry report of death of late TG Rinpoche from the Delhi Police and to make public the mysterious circumstances that led to his death so that the rumors being spread about the mysterious death of late Rinpoche becomes clear.

Meanwhile, All Arunachal Pradesh Students Union (AAPSU) expressed shock over the incident of damaging the vehicles of elected representatives of Tawang district yesterday by unruly mob when they went to Bomdila to attend the last rites of Rev T G Rinpoche.

Imagine, development without road !

Indu Chukhu

When it is said, ‘seeing is believing’, how can we see development without road? Road in the Capital complex, be it the national highway or approach roads, are in pathetic condition. Its first appearance is a testimony that the much touted development slogan in Arunachal is not moving rather dragging its feet. Forget about conditions of village and district headquarters’ road, if the state capital is going through such poor road condition.

Strewn boulders, sprawling potholes, choking canals, overflowed rain water and cave-in roads are usual repulsive sight in and around the capital complex.  Most of the roads are left to fend for themselves from wrath of monsoon and since no restoration work are seen at least for couple of months, as if the department has constructed a new road.

Haphazard building constructions along the road sides and unabated earth-cutting in and around the town rubs more salt on the wound. Apparently people have lost their sense of moral responsibility towards common development. The monsoon has already rang an alarm bell of her arrival by creating havoc across the state. Since the state is geographically located under the great Himalayan range with average rainfall of more than 300% annually, the rainfall created landslide is inevitable in the region.

The roads in Arunachal offer a bumpy ride to commuters with a regular interval jerk “at free of cost”, however at the same time it irks many, especially octogenarians, who curse the department and concerned minister while squarely blaming for deteriorating condition.

Needless to say about the condition of approach roads like way to Lobi, Panchali, Poma, and Doimukh. Restoration and maintenance is a rare sight in these approach roads.

“No maintenance has been seen so far from Bage Tinali to Doimukh road since past one year,” says Tahe Tana, a resident of Nirjuli.

Pathetic road make people’s life worst as many of them are unable to go out for office and market. Public transport vehicles like Auto-Rickshaw, Trekker and buses are generally avoiding these particular areas, even if they happen to ply on the road in this area, they charge higher fares with an excuse that potholes and poor road condition cause more fuel expense.

“I often have to bunk my class during rainy season, because no public transport vehicle comes to our area,” said Labaino Raito, resident of Lobi, Itanagar who is a 12th standard student.

In many cases, damaged road in the districts have to wait for a whole year to catch the authority’s attention for restoration. In a place where NGO and student organizations are active, they somehow manage to draw the department’s attention by publishing the matter in the local dailies.

What went wrong with the department which is supposed to look after each road connecting the sectors and colonies, even the remote areas in the state? This question often goes unanswered; heaven knows what the state Public Works Department has been doing all these years. Is our department well equipped to tackle natural calamities like landslide and flood?  Or it is the laxity of the officials which is slowing our state down. As Chief Minister Nabam Tuki is yet to assign someone as the PWD minister, people are pinning their hope that new minister will certainly pay his attention towards poor road and communication. Otherwise imagine development without roads!

Farmers yet to receive subsidy under MMP scheme

Prafulla Kaman

RUKSIN, May 28: Commercial horticulturists, including rubber and tea planters of East Siang district, have voiced discontent with the policy designing of ‘Mission Mode Project (MMP)’ under Chief Minister’s Plantation Corp Mission claiming that it failed to fulfill the needs of the farmers.

The Chief Minister’s Plantation Corp Mission was launched in the state in order to give financial assistance to the commercial horticulturists, who are involves in tea and rubber plantation activities. The scheme was initially covering six Upper Arunachal districts, including East Siang, Lohit, Lower Dibang Valley, Tirap, Changlang and Longding besides West Siang, East Kameng and Papum Pare.

The state government proposed an investment of Rs 3 crore for tea cultivation and another Rs 2 crore for rubber cultivation under the Chief Minister’s Mission Mode Project (MMP) during 2013-14 financial year. There is provision in the scheme for financial assistance upto to Rs one lakh per hectare of land per family for tea cultivation’ and Rs 80,000 for rubber planters to meet the cost of planting, fencing materials and fertilizer etc. Selection of beneficiary was done by a Selection Committee headed by the Deputy Commissioner as Chairman, East Siang District Agriculture Officer as Member Secretary and District Horticulture Officer as Member. Officials informed that the target allotted in the scheme in the district was 21 units for Tea and 27 units for Rubber.

But, it is alleged that actual and needy farmers have been deprived from the benefit under the scheme. They are quite unhappy to know the fact that, out of the above 500 rubber planters in the district, only 46 farmers--20 tea planters and 26 rubber planters--are included in the approved list. The nodal department (Agriculture) in March last year collected application and submitted the approved list to the authority. But, the beneficiaries are yet to receive any benefit under the scheme.

East Siang District Agriculture Officer, who is the nodal officer of the scheme, informed that he was not concerned with money matter in this scheme, but their duty is to collect the application from the interested farmers and to monitor progress of the plantation activities.

“We have been assigned to submit the approved beneficiaries’ list to the concerning directorate and to monitor plantation activities. The Directorate of Trade & Commerce is all set to supply rubber sapling/tea bush through contractor. We are not informed whether the benefit will be given to the beneficiaries in the form of cash or kind”, the DAO said.

It is pertaining to mention here that the Tea Board under the Ministry of Trade and Commerce set up a regional office at Itanagar headed by one Assistant Director for development of the tea plantation activities in the state. As such, the Jorhat regional office of Rubber Board India (RBI) under the Union Ministry of Industry and Commerce had launched rubber cultivation project in the state.

Aimed at strengthening Childline services in Itanagar, the CAB meeting will be first of its kind and assumes great significance.  The visiting team lauded the efforts of the State Social Welfare Department and other line departments and the keen interest the officers have taken in improving the lot of children and the cooperation extended to Childline.

Handicapped BSNL service of Upper Siang

Dear Editor,

Through your esteemed daily I would like to request BSNL authorities to provide proper service as general public of the state is suffering due to very low quality service provided by them. Especially at Yingkiong public is very upset with the service of BSNL. In this 21st century rest of the world is equipped with 4G, 5G but the people of Upper Siang are still waiting for 3G service. The only broad band service in the dist is the worst as most of the time broad band service is cut off due to the reason best known to the authorities. We the poor citizen is paying our hard earn money to get broad band service with a hope that we can get update of local dailies online as local news paper of the state takes 3 days to reach Yinkiong. BSNL is the only hope but nothing can change the fate of this district. The district administration is silent in this issue even after repeated request made by public as they are paying bills from the govt fund but what about poor public which is paying from own pocket even without getting proper service. Both the authorities’ i.e BSNL & dist. administration need to address the grievances of the public and wake up from the deep slumber! If they can’t do anything, at least they must arrange to rebate the monthly rental. I am amazed to see all the officers carrying smart phone in the district and I can’t understand how they are using this smart phone where 3G, wi fi service is not available.  I mean what is the meaning of having this smart phone???? Last but not the least I hope GM BSNL will understand the suffering of this poor district in particular and the state as a whole and find out amicable solution to this long pending dreams of the citizen.

Yours,

Tashi Nopi, Yingkiong.

Political appointees are useless

Dear Editor,

Through your esteemed daily I would like to state that Chairman & Vice- Chairman appointed by the Government of Arunachal Pradesh under political compulsion does not benefit the common people. For that matter even concerned department against whom they are appointed also gets no benefit. They just act as voracious wolf waiting to gulp up the scheme implemented by the State Government by virtue of occupying the chair.  These Chairman and Vice-Chairman are not generating any profit for the concerned department nor are the head of the department free from them (voracious wolf). They should have been guiding the department with innovative skill but it is seen that chairman and vice chairman of our state just only care for the individual benefit and enjoy the power. State government provide them security and expensive vehicles which is unnecessary and pure case of the misuse of state fund.

Whenever common public of the state wants to meet officer then the PA(personal assistant) replies, “SIR BOL RAHA HAI Kl CHAIRMAN SAB SAT MEIN HAIN, KAL AANE KELIYE BOLA Hain.” On the next day same answer is repeated by PA of each department. But fact is that inside the office those voracious wolfs are doing nothing but just bargaining with the officers to claim their quota from whatever scheme given by state government to the concern departments. This is nothing but an act to get individual benefit. Poor thing is that even officers are not allowed to work freely by those useless appointed chairman and vice-chairman.

Therefore, I would like to ask state government ‘what will be the power and function of Minister/MLA,’ if Chairman and Vice Chairman occupy every departments. Let elected leaders enjoy their power and function as per power conferred by the state govt.

So, we are hopeful that new government under the leadership of Chief Minister Nabam Tuki will stop this political appointment system in the interest of Arunachal.

Yours,

Challing Yangfo

Broad day light robbery

Dear Editor,

Through your esteemed daily I would like to highlight the khushi-marji attitude shown by shopkeeper of khushimarji land i.e Arunachal pradesh.

Most shopkeeper never return balance money instead they opts for Candies, Chewing gum etc. When questioned they answered, "Bhai change nahi hain." These are broad daylight robbery and it has been possible only due to sheer arrogance shown by public towards change money. Also there's extra additional money including retail price charged by shopkeeper in the names of transportation charges, cooling charge etc. As of now I rarely see any person complaining/asking for remaining changed money and have never seen any action taken by the concerned department toward these shopkeepers.

So people wake up from the slumber and starting tomorrow ask for remaining money and register your complain at consumer forum as in democracy few voice are not enough to make an impact. We all need to join our hand and roar till the lung gives out “UNITED WE STAND DIVIDE WE FALL"

Yours,

Masuk Yomcha

Clarification

Dear Editor,

In connection with the news item published in your newspaper dated 23rd May, 2014 regarding ‘Immediate release of SSA fund demanded’, it is imperative that the matter be clarified to the readers and those directly concerned with the subject.

The allegation made by the BRCC & CRCC Coordination Committee Kurung Kumey district that “the implementation of all SSA programme is being delayed because of non-release of the file by the DC” is totally false and baseless. The concerned files are not in the office of DC, Koloriang. The files were brought before the DC by the officials of the concerned department and approved. The files were brought again by the concerned officials for release of fund and it was observed that no guidelines or laid down procedures were followed and therefore, it was kept in abeyance. The files were again brought by the concerned officials before the i/c DC, wherein the same omissions were observed and returned to be put up again observing the laid down guidelines and procedures for release of the said fund.  And it is thus till now. The press release is a deliberate attempt to malign the office of DC, Koloriang and misguide the public. Such type of insinuation is totally uncalled for and objectionable.

Yours,

C. Chuku (EAC)

DC i/c

Koloriang

Shameless act

As per the report published in various local dailies, Students’ Union of Rajiv Gandhi Govt. Polytechnic, Itanagar alleged that the land belonging to institute is being encroached by the public. Union has demanded Additional District Magistrate (ADM) to make spot visit of the encroached land and evict all the encroachers immediately. It is believed that encroachers have developed bamboo plantation in the encroached area and have started to claim the plantation area as their land.

This report should be taken seriously by the education department and cases should be lodged against those encroachers. It is matter of great concern as to how insane citizen of this state has become that they are starting to encroach upon the land of educational institution. Rajiv Gandhi Govt. Polytechnic is one of the few technical institutes of state which is offering professional courses to the young students. We all are proud of this institute and should contribute to make it even better. The citizens should not disturb the sanctity of institute by indulging in such shameless act of encroachment.
